In 1987, Reagan and Gorbachev signed the INF Treaty in Washington, D.C. The final treaty eliminated an entire class of nuclear weapons, restricting the deployment of both intermediate and short-range land-based missiles worldwide.

In 1989 during the Malta Summit, Bush and Gorbachev declared an end to the Cold war.

This agreement the parties could still try to honour. Even in the changed circumstances with China and the grown Chinese displacement since.

But the prospects are not great. Which leaves the world to continuing conflict, crisis and war.
