President Putin is right that the development potential is in the developing nations. Also because more than the resources, the developing nations have the most precious asset, which is the human capital. In the age of the IT revolution, people is the most valuable resource of humanity. In the course of history, people belong first to themselves and then to their nations.

History and humanity are past slavery and other usurious exploitation. People do not belong to private, market monopolies and cartels. The human beings are not androids. The devices (their producers and programmers) aspire to become androids and robots, machines intelligent enough to be of human service, at the service of people, humanity and civilisation. This aspiration is noble and in fact, the only realistic, technically, commercially and financially durable.

The authorities are busy with public and national administrations. They do not manage or micro manage private businesses. The simple and coherent technical, technological, commercial, financial business policies, are up to the IT producers, programmers, managers and consultants to decide and develop. Technology does offer algorithmic shortcuts, as well as decent and indecent opportunities. But these are first to intelligence not first to cash. The confluence of individual / private and common / public profit, interest and benefit, is leading practice and principle.

If producers run their electronic programs on large language models of their intelligence and device, consumers run their own neurological, biological, biochemical, electrochemical, social, technological and economic programs on evolutionary records of experience and on education models of managerial instrumentation and universal intelligence.

The opportunities are open for the businesses and for the producers to seize them. The markets are free but demanding. Product and service standards are high and competition is tough. So markets are fair.

The model of success is about electronic devices and programs they run on. These are instruments of the people who use them and pay for them. The reverse model is not instrument for uncertain profit, benefit and success but path to certain damage and disaster, first of the producers, with limited or unlimited liability. Public and private investors know and appreciate this. They are ready to put their money at work with the right parties, on sound and sensible solutions. Plus to share the risk, the reward and the cost of development of the successful devices, products and services.

That, the users, customers, consumers and public develop the markets as they always did and will continue to do, is profound and elementary. In the age of IT revolution, intelligence is common and the operational systems and the programs are public and open source. Besides using them, the people and the users can write and underwrite the programs, when they do not in fact do.

There is plenty of ingenious initiators, inventors, investors, innovators, scholars and programmers out there, ready to get down to business.

President Putin imagines correctly, where these people exactly and especially are and who they are.
